A seemingly simple job that one might be tempted to hire a handyman for. But would a handyman be able to perform the scientific tests to ensure the lights are provided with a strong earth all the way back to the transformer? And would a handyman be inclined to hunt down and check the main protective bonding (earth cable) to the water and gas pipes? I don't think a lot of electricians even do this, so probably not. This client had a loose earth terminal on their water main, now nice and tight like it should be!
